With the death of Judge Foley, who was the chairman of the Syndicate, 5 top-ranking members are now assembling at a roadhouse on the outskirts of Chicago-- to vote on whether or not to appoint Nero Rankin as the new chairman; Nero had been designated by Foley to be his successor, in the event of his death.
